403 forbidden error

I'm currently trying to get tomcat to work through my Apache 1.3.9 install.
Tomcat works for both servlets and jsp examples if I specify port 8080.
When I include the tomcat conf file in my httpd.conf file, I can only get
the jsp examples to work.  When I attempt to execute the servlets examples
through the default port 80 in a browser I get a 403 Forbidden message. 

Any insight would be greatly appreciated.
