[users@httpd] Getting Warning when compiling Apache

Can somebody tell me what this is and how can I fix it.
I get it every time I compile Apache and also PHP on the server
This is RedHat 8.0  don't get it when I compile on RedHat 7.3
I am compiling Apache 1.3.27
It does not seam to make the program not work I just what to know way
it is there.

cc1: warning: changing search order for system directory "/usr/local/include"
cc1: warning:   as it has already been specified as a non-system directory
