In support of horizontal scalability each gateway instance should be able to redirect incoming requests to underutilized instances. This will require that all instances have some notion of the load that all other cluster members are under at any given time. The suggestion has been made by Eric that ZooKeeper could be used for this. Note the preference here is that any solution not be dependent upon an external load balancer like BigIP or mod_proxy, etc.
