[Bug 5513] No annoucement for SpamAssasin 3.1.9

It was sent to the announcement mailing list as you can see from the following
headers taken from the copy that I received on the sa-dev mailing list. But I
don't see a copy of either this or the 3.2.1 announcement on any of the
spamassassin-announcement archive sites I looked at.
