I really don't understand the point of this ticket. We keep having all these issues with global rewrite rules and if they are included or not. 

There is an include list and now there is an exclude list. But for different purposes all trying to affect the same global rules. At some point we should just rip global handling out. This is such a mess and a pain to support.

I don't think this is a step in the right direction since it adds ANOTHER configuration option.
