The bug system will be returning soon..

As many of you know the Bug reporting system had been taken off line for a
while.  It will be returning soon.

Brian Behlendorf reported that:
We did some significant modifications to it to address security and
manageability issues, and are testing it on our netbeans.org site, and now
that it's proven its stability I'll be putting it up on apache.org soon.
I in fact have a new box configured to replace locus that I'll be
installing fresh copies of all packages on.
