Auto install ivy and sigil from bldcommon

Don't want to have to check in any binary dependencies into source control therefore it would be useful to be able to start with the smallest set of dependencies to build sigil from source (namely checkout source and install ant)

Docs at http://ant.apache.org/ivy/history/trunk/install.html show how ivy can be automatically installed, should do similar for sigil once first patch is hosted on apache
