Which python version are you running on?
Is it 3.6 or 3.7? If so, the underlying issue is probably the same as in https://issues.apache.org/jira/browse/AIRFLOW-3422 .

> Hey Contributors!
> I have changed the default_timezone to Asia/Jerusalem and when I tried to run "backfill" command (which is specified below) it got stuck at the "Filling up the DagBag" process.
> The command:
> airflow backfill my-dag -s "2015-03-26T00" -e "2015-03-28T00"
> After a while i realized that at 2:00 of the 03-27-2015 the clock was changed in Israel (The time changed according to the daylight saving time).
