[PR] Add IcebergCatalogPrefixParser [polaris]

This is an extension point to allow customizing the relationship between realm / catalog and Iceberg REST API prefix.

@flyrain : it's to allow custom Polaris server builds to have control over the Iceberg URI of a catalog that is exposed to clients.
