Sometimes a project wishes to use a parent, but _not_ use anything to do the parent's site descriptor. In theory, this could be arranged by having a grandparent with only the non-site content, but it's a pain to refactor just for this.

DOD: the top-level site element has an 'inherit' attribute.

Extra credit: individual elements below it do, too.
