Er.... ok. Which is partly why I didn't say "free". Thanks for being

You should read the subversion book, specifically http://svnbook.red-bean.com/nightly/en/svn-book.html#svn.intro.whatis

 

Also, read about what “open source” is. 

 

But to answer your questions..

 

1.	The tool is open source so there is no “monetary charge” to acquire and/or use it.
2.	There is NO vendor. It is maintained by a group of volunteers. Although there are people that work at various companies that pay them to work on it. Collabnet is one of them.
