First:
svn remove depends/libs/win.IA32/msvcr71.dll
then apply the above patch. Since I was modifying the "download-one-jar" targets to a more appropriate "download-one-file" I also took the opportunity to change to use macros since these support mandatory arguments which makes them less error prone.
Note: the above patch also contains a rough version of a common properties.xml ant file that the depends script now uses to check the "is.windows" property. It still uses the old "win.IA32" path since want to give that discussion a little more time before apply it in other ant files. The properties.xml file has an "echo" target to help checking what the properties are being defined.
