[ANNOUNCE] End of life for Hudi versions prior to 0.14.0

Hi all,

As per this discussion https://github.com/apache/hudi/discussions/13847 and
the voting result (
https://lists.apache.org/thread/1vkt4b127j57d81cfzr3ov9o4tfh9b8f), we have
decided to mark the Hudi versions prior to 0.14.0 as end-of-life (EOL).

You may refer to this section
https://hudi.apache.org/releases/download/#end-of-life-releases for more
info.

Best,
Shiyan
