The tests generally fail with

10: Run python module 'unittest': ImportError: No module named proton
{noformat}
A better user experience would be a message: "Test skipped because Proton Python is missing. (Was Proton python language binding built with Swig?)". And then have the test be skipped and not failed.
Proton C tests also have issues when Swig is absent: https://issues.apache.org/jira/browse/PROTON-1411
