Instead of adding a property file, I think we can associate the extension with DeploymentListener Impl, or say delegate that impl to provide supported extension?
Take JBIDeploymentListener as an example, I can register JBIDeploymentListener as:

    <bean id="listener" class="org.apache.servicemix.jbi.deployer.impl.JBIDeploymentListener" />

    <osgi:service ref="listener" interface="org.apache.servicemix.runtime.filemonitor.DeploymentListener" >
                <osgi:service-properties>
                    <entry key="support.extensions" value="zip,jar"/>
                 </osgi:service-properties>
   </osgi:service>

And then we can retrieve the supported format from the OSGi container.
