Upgrading to SVN 1.3

Hi Everyone,

I am currently running SVN version 1.2.3 (r15833) on a RHLE 3.5 with Apache 
2.x.  I would like to upgrade to SVN 1.3 or the latest.  However, I'm not 
sure whether I can run the installation against a live server or do I need 
to stop Apache and ask the users to stop all activity or not?  Any 
suggestions?

I always stop the apache server and do the upgrades.
