WWW Form Bug Report: "Getting keep alive errors on frame pages from outside of our immediate service" on BSDI (fwd)

Symptoms:

When people view frame pages on our Apache server 
from the outside world they sometimes get "keep 
alive" error messages. We do not get these errors 
locally.
Is this simple a configuration issue?
If this is not the proper platform for this 
inquiry, I will apologize in advance.
