    got a question here: when we call this function in gpbridgeapi , this is calling from segment.
    And based on the implementation of HAWQ - segment doesn't have catalog info of filespace, am I right?
    We've seen errors during testing this PR in secure HA environment.
    >ERROR:  Unable to find entry for tablespace OID = 1663 when forming file-system path (catalog.c:xxx)
    which i think fundamentally is caused by this call.
