axis.ServerConfigFile not working

Does the system property axis.ServerConfigFile work correctly?
On my system, it does not and Axis always generates the file named server-
config.wsdd.

BTW: Can I use axis.ServerConfigFile to set file name and directory path? We 
have to save the deployment file to another place because of the directory 
rights under our productiv environment.
