* Fix RAT 0.18 check
apache-rat-plugin 0.18 comes with maven-parent 50 and now reports the
binary test fixtures under src/test/remote-repo as unapproved.
Also migrate from the excludes parameter, deprecated for removal since
RAT 0.17, to inputExcludes.
