creating a service that processes a form submission

I am trying to accomplish the following:

When processing a user's form submission, do one of two things:
1) If in error, return to page and display error message.
2) If not in error, return a PDF document to the user.

My plan was to create a new service that executes code similar to that in 
the service method of the HomeService class when an error 
occurs.  Otherwise, I would execute code similar to the service method of 
the ChartService class in the Workbench to return the PDF document.

To be able to use this service, it appears to me that I will also need to 
create a custom version of the Form component that will direct the form 
submission to my custom service rather than the ActionService or 
DirectService.  Am I correct, or is there some other route I should be 
going down?
