[ANNOUNCE] Apache Ranger 2.4.0 released

Hi,

Apache Ranger team is happy to announce the release of Apache Ranger 2.4.0.

Apache Ranger is a framework to enable, monitor and manage comprehensive data security across big-data and cloud platforms and beyond. 
Apache Ranger 2.4.0 contains a number of new features, improvements and bug fixes.

The release artifacts are available at: https://ranger.apache.org/download.html. The binary artifacts are available from Maven central and its mirrors.
