I really need the caching ability of IFrame portlet.
I don't know what is a JIRA issue means?
Can someone help out implement caching on J1?
Any help will be appreciated.

Caching, no, Im sorry, not yet on the IFramePortlet.
It is very much needed with a little work.
Create a JIRA issue
You may want to have a look at the WebContentPortlet and SSOWebContentPortlet, both of which support navigating to another pane, and then returning.
