Diagnose the same way you would any other 500 error on an apache web server:
Look in apache's error log for the actual error text.

After attempting to import a /tmp tree of files, I received the following
error:

svn: MKACTIVITY of /repos/!svn/act/958cb066-b6de-0310-8d78-e70082a169bd: 500
Internal Server error 
svn: Your commit message was left in a temporary file:
svn:      'svn-commit.3.tmp'

What does this error mean and what can I do about?
