Jeffrey Manno resolved ACCUMULO-3198.

    Resolution: Not A Problem

This is no longer an issue as the old compaction strategy is deprecated and being replace with new compaction API in 2.1.0. The feature of dropping files has also been dropped from the new API so it no longer will be a possible issue.
