Remove dev.apache.org...
Should we make dev.apache.org redirect to httpd.apache.org/dev?
Since the new httpd.apache.org is up, all of the content (except
for dist, I think) from dev.apache.org has been migrated over.
I don't know if we want to repurpose the dev.apache.org cname
to be ASF-wide developer content. I know that Joshua and I have
pretty much come to an agreement that the content that was there
is httpd-centric and belongs on httpd.apache.org.

We will need to find a new place for httpd test releases, but that
shouldn't be a big deal.

I'd say just drop dev.apache.org. The ASF wide stuff should live under
www.apache.org/dev/
