INSTALL, INSTALL.Unix and INSTALL.Windows don't mention running ./bootstrap - they start from a bootstrapped source tree, which doesn't exist in a freshly cloned repo. I'll send a PR later today.

I think the INSTALL.* files are for users of our release tarballs (which, correctly, do not include bootstrap).
