Run the license checks with the module's Go toolchain
The skywalking-eyes dependency action brings its own Go, 1.25 with the
toolchain pinned local, and go.mod now requires 1.27, so its go command
refused and the check failed. Both checks now run through the Makefile
under the toolchain the module declares, as make check does locally,
where they pass.
