The docs group plans to contribute the user guide sources to the Apache repo. Details have not yet been worked out, but moving the javadocs out of the Apache repo into Cloud Foundry seems like a step backwards.
Of the two alternatives described, I strongly favor moving toward hosting the compiled javadocs on the incubator website.
