[PR] test(group): pin the consumer group settings command [rocketmq-dashboard]

   ### What
   
   ConsumerGroupSettingsCommand is the write-side command for consumer group settings. It had no test. This pins: every knob round-trips, with the retry knobs as primitive ints (always supplied) and the consume toggles as boxed booleans (null means leave unchanged).
   
   ### Verification
   
   - New tests on unmodified code: **2/2 green**, checkstyle clean.
   - Regression only (record carrier).
   - Restored: green. Test-only change; no product code touched.
