Hey [~cfjedimaster] - do you still see this issue with {{cordova-browser}} 4.0.0? It has been working fine for me, and now that we have a {{cordova-browser}} update finally released (which I believe includes updated logic around how we launch Chrome), hopefully this is fixed for everyone.

> If Chrome is open, running cordova run(or emulate) browser simply focuses it, it doesn't launch the browser. Apparently Chrome needs to be run w/ certain flags, and I think one relaunch is ok, but even after relaunching with the flags the CLI can't get the tab to reload.
