PUT /connectors/{name}/pause - pause the connector and its tasks, which stops message processing until the connector is resumed

The existing restart endpoint should restart the tasks as well to be consistent with pause endpoint.
Suggest fix the existing restart endpoint instead of create a new endpoint, so that avoid a KIP.
