we should consider the impact on the purge API for this as well - several of the purge operations are maven 2 specific, but there might be a general service for this. It needs more investigation but my initial reaction is that purge is something that can be implemented in each repository storage provider as appropriate (by hooking into a maintenance schedule event from a core service that runs that when desired)
