[users@httpd] Log rotating on WinNT 4.0 SP6 and Apache 1.3.26

Hi All,
	how can I rotate the apache access and error log files on windows. I tried 
to run the .exe rotatelogs and tried putting 'TransferLog "|rotatelogs 
c:/apache/logs/old 86400"' into my httpd.conf but nothing happens.
	Could you please someone help me with this silly problem. Thank you 
every one.
