In OpenTelemetryMetricAdapter#convertHistogram, the quantile list is built as:
 
```

quantileList.add(ImmutableValueAtQuantile.create(1, histogram.getStatistics().getMax()));
quantileList.add(ImmutableValueAtQuantile.create(1, histogram.getStatistics().getMax()));
```


Per the OTLP spec, SummaryDataPoint.quantile_values is expected to be a set of
distinct quantiles.
