The crawler UI generates <!DOCTYPE> directives all over the place.  This is because this tag has been added to adminDefaults.jsp; it really needs to instead be placed after the <?xml> tag in all primary jsp pages.

There's a fix for this checked into the CONNECTORS-946 branch, which will be committed when that branch is merged.
