[veltools] dom4j.jar no longer a velicity-tools dependency?

I notice that 1.1-rc1 no longer contains dom4j.jar in the lib directory, yet 
it was included in 1.0, and 1.1-beta.  Does this mean it's no longer a 
dependency?  I'd love to get rid of it.

Also the lib/readme.txt file is gone which described what all of these 
various jar files were used for.

it is only needed now to build the veltools documentation, and that's only
because DVSL depends on it.  so, it should still be shipped with the source
release, just not the binary.

actually, it's not gone.  it's just not included in the binary distribution.
and i think that's probably for the best right now.  it's been pretty
difficult to remember to keep that file up to date and in sync.

Never mind.  I see the reference in the 1.1-beta release notes.  dom4j.jar 
was obviously left in 1.1-beta as an oversight.
