This question should not be about the operation system, but about the JDK. If you have the Java Development Kit (JDK) installed, then the javadoc tool is available as well ( as {{bin\javadoc.exe}} ). If you only have the Java Runtime Environment (JRE) installed, then you won't have the javadoc-tool and you can't use this plugin.
As of Java 9 most vendors only provide 1 distribution of Java, always containing the javadoc tool.
