[PR] Running test on ubuntu 22.04 to support legacy cgroup v1 for zk and nacos server [dubbo-samples]

   Set linux test running system to ubuntu-22.04 for ZK and nacos server which need legacy cgroup v1 that was disabled at latest ubuntu system by default, otherwise the exception will be thrown during start ZK or nacos server:
