Building Apache with Cygwin

I'm trying to build Apache2.0.39 on NT4 using Cygwin. When I run
./configure I get the error below. I installed Cygwin with all it's
options. It didn't have sh.exe in /cygwin/bin. I found a sh.exe for win32
and put that in /cygwin/bin, but I get the same error message. Does anyone
have any idea how I can fix this? I need to be able to build apr-util with
ldap support and I can't figure how to do it with nmake or the microsoft
project files, so I need to be able to run configure within Cygwin.

bash-2.05a$ ./configure
bash: ./configure: /bin/sh: bad interpreter: No such file or directory

Any help would be greatly appreciated. Thanks in advance.
,
Josh.
