/etc/opt/mail/spamassassin isn't a standard directory, so it's not
mentioned.  The list of directories SpamAssassin looks at depends on
how it was installed:

  '__local_rules_dir__',
  '__prefix__/etc/mail/spamassassin',
  '__prefix__/etc/spamassassin',
  '/usr/local/etc/spamassassin',
  '/usr/pkg/etc/spamassassin',
  '/usr/etc/spamassassin',
  '/etc/mail/spamassassin',
  '/etc/spamassassin',

The first three are modified based on the installation options, and the man
page for "spamassassin" is updated with the proper values, btw.

As for the README file specifically, it says "The following directories
are the standard defaults that people use", not that those are the only
directories which can be used.  Further down in the document, the list
above is shown and explained.

So IMO, this is a WORKSFORME issue.
