High ham hit rates on RCVD_IN_BRBL_LASTEXT in a couple corpora

bb-jm is getting 8.7x the average, and is getting 4.7x the average ham hit
rate.  Is that enough to ask for them to verify some of those email aren't
spam, or if they should adjust their trusted relay config?

(I just noticed spamassassin missed a spam that hit it, and wondered why
that rule had such a low score.)
