IRC chat reminder

Hi all:

Tomorrow is Tuesday, and as such we'll be having the usual Axis development
chat on channel #ApacheAxis on DALNet.

Time is noon EDT, 9AM PDT, etc.

Topics will very likely include the upcoming release (or lack thereof),
changes that are happening and scheduled to happen in the codebase, and the
usual free-for-all.
