Some thoughts on releases and processes

don't worry too much: it's uncommon that the first attempted release
present to the IPMC is approved

but the process also offer some insights into how apache works. policy
and rules are minimal. instead, democracy is relied upon. this has the
advantage that it is more adaptable but the disadvantage that it's
less predicable.

i understand that this process must be pretty frustrating from the
perspective of the podling. i will get easier...
