DEFAULT_SERVER_LIMIT and and HARD_SERVER_MAX

Any reason why we have these 2 seperate parameters? Seems to me we should
set the default to HARD_SERVER_MAX and not allow it to be any greater.
After all, the scoreboard is restricted to that size anyway.
