Struts on Cobalt Qube 3

I seem to have a mapping problem with struts when using Tomcat 3.2.1 on the
Sun-Cobalt Q3.

Tomcat serves jsp fine, the context section in the server.xml looks like
this:

the servlet.log looks ok:

when I call action which resulted the following url:
http://192.168.2.1/logon.do;jsessionid=f0wbx23zj1
I get a requested URL not found error.

I would appreciate any feedback as to where i should look or where I should
focus my attention.
