Infinite loop when using fo:external-graphic (Fop 0.20.1)

I ran into this problem when using a graphic which could not be scaled to fit 
on the page:

- The image is scaled to fit the page-width.
- If the resulting image height is bigger than the page height, fop loops in 
page creation.

Seems to me like another form of bugs no. 1773, 2170 and 3400.
