[PR] Merge patch for RANGER-5444, RANGER-5446, RANGER-5445 and RANGER-5468 [ranger]

## What changes were proposed in this pull request?
1) Policy Form Improvements – Label Corrections & Layout Updates
2) Ensure Policy Conditions modal size and appearance are consistent
3) Implement Confirmation Modal for Users/Groups/Roles Removal
4) Policy UI to list permissions in sorted order
## How was this patch tested?
1) Applied the patch locally.
2) Verified that the build completed successfully.
3) Checked that the development server started and worked properly.
4) Performed UI-level sanity testing on the following modules and pages.
- Service
- Policy
- User, Group, Role
- Security Zone
5)Tested policy form with new policy condition changes.
6) Tested changes for Confirmation Modal for Users/Groups/Roles Removal
