[PR] HDDS-14112. Remove jakarta.validation-api [ozone]

## What changes were proposed in this pull request?
HDDS-9905 standardized nullability annotations, but HDDS-10937 introduced usage of yet another annotation (from `jakarta.validation-api`).
- Replace usage of `javax.validation.constraints.NotNull` with `jakarta.annotation.Nonnull`
- Remove dependency `jakarta.validation-api` (it's still a transitive one via `jersey-server`)
- Add `javax.validation.constraints.NotNull` to banned imports
