Modified the methods in ExternalCompactionTestUtils that wait for
some condition to only sleep if the condition is not true. Modified
the test methods to use their own compaction queue for each test.

@milleruntime - it was due to a hypothesis that compactors from other tests were not being shut down as they should be and interfering with the current test.
